The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. MTC provides services to the Association of Bay Area Governments (ABAG). For more information about MTC, visit www.mtc.ca.gov . A major program under the purview of the Electronic Payments Section is Clipper -- the regional transit fare payment system for the nine-county San Francisco Bay Area. Transit riders can use a reloadable Clipper card to pay fares on public transit systems in the Bay Area. Clipper currently supports 22 participating transit operators in the Bay area and has been in full operation since 2006 (but under the name TransLink until 2010). Clipper is operated by a single contractor -- Cubic Transportation Systems, Inc. - under the oversight of MTC staff in the Electronic Payments Section.In cooperation with the transit operators participating in Clipper, MTC is implementing the Next Generation Clipper (C2) fare payment system. C2 will have a disaggregated approach as compared to the current Clipper system and will include the following contracts for service: The System Integrator will provide the complete back office and fare payment engine and mobile Clipper as well as all field equipment. The contractor for this service is Cubic Transportation Systems. The Customer Service Center (CSC) will provide customer service to patrons over the phone, email, and through an integrated voice response system, as well as through chat via the Clipper website and Clipper app. The contractor for this service is WSP. The Payment Services Contractor will provide a regional payment gateway to process credit and debit card transactions for Clipper. The contractor for this service is Fiserv. The Extended Use Fare Media Supplier will supply physical plastic Clipper fare media. This service will be provided by ASKintTag, LLC dba Paragon-ID. The Extended Use Fare Media Distributor will distribute physical plastic Clipper fare media. The contractor for this service is Cubic Transportation Systems under a separate contract from the System Integrator contract. When fully launched, the C2 system will support all existing fare policies, will accommodate innovative pricing strategies; and will provide an accurate, reliable, consistent, and frictionless customer experience when purchasing fare products, paying fares, managing accounts, and receiving customer service. In addition to replacing obsolete systems and equipment, C2 will introduce new features to the Clipper Program that address the most common customer and user issues with the existing system. C2 will: Be an account-based system that will allow customers to reload their Clipper account online, at vending machines, at retailers, and through mobile devices, and use the value immediately. Be able to integrate with other transportation providers such as bikeshare and paratransit providers, addressing Bay Area needs for better mobility solutions. Have a new Clipper mobile app that allows customers to use smartphones to reload their Clipper card (Deployed in April 2021). Enable Apple or Google phones to function as a Clipper card (Deployed in April 2021). The Principal, Clipper Financial Operations position will be involved in multiple aspects of the C2 program, particularly those related to revenue collection, settlement, and distribution, as described in more detail below (under Essential Duties and Responsibilities), as well as the transition of the existing Clipper system to C2. All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. The ideal candidate will have the following knowledge, skills, and abilities: Understand topics, business cases, and issues relevant to financial collection operations. Possess exemplary project management skills and be able to manage multiple projects concurrently and effectively. Have proven interpersonal skills, with experience coordinating among various groups (e.g., contractors, transit agencies, the public). Ability to develop and communicate plans to improve Clipper Program financial operations. Ability to build consensus in challenging environments that include external stakeholders. Be a team leader with strong analytical, problem-solving, organizational and interpersonal skills. Ability to supervise reporting staff and contractors; monitor, evaluate, direct, and participate in the training of staff. An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is: Education: A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application. Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification. Preferred Qualifications: Completion of a Master's degree in Accounting, Finance, Public or Business Administration, Economics, or Transportation Management from an accredited college or university. Preference will be given to those applicants with more years of professional experience in one or more of the following areas: Electronic/automated payment or mobile payment systems Public transit system policies, planning and operations Financial accounting systems and financial statements License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.Specific tasks and assignments include, but are not limited to, the following: Monitor/Supervise Clipper Financial Operations Matters Lead oversight of Clipper program revenue collection, settlement, and distribution. Liaise with other departments of MTC that also are involved with operation and oversight of Clipper program revenue collection, settlement, and distribution, such as the Treasury and Revenue Sections. Program manage and monitor the performance of vendors that are involved with operation of Clipper program revenue collection, settlement, and distribution, such as the next generation Clipper system integrator and the next generation Clipper system payment processor. Ensure all actions and MTC's "merchant" responsibilities of the Clipper program are carried out appropriately. Be the primary point of contact for the Clipper program with representatives of payment card brands and issuers. Deliver Priority Initiatives Ensure that required or recommended audits of Clipper program financial operation are performed, such as audits under professional accounting standards, and that appropriate remediation actions are taken in response to any findings from such audits. On a regular basis, evaluate policies and methods for management and utilization of the Clipper program's financial assets, such as the investing or the accessing of funds available to the Clipper program to generate additional revenue for the program, and then execute the approved policies and methods. On an ongoing basis, work with the Clipper system integrator, payment processor, and participating transit operators, to effectuate accurate and timely transaction processing and settlement, with a minimum of fraud and post-transaction adjustments. Support Strategic Planning Provide financially oriented input on necessary or advisable content in Clipper program governing, operational, or customer-focused documentation, such as the Cardholder License Agreement, Clipper Privacy Policy, and the Clipper Operating Rules. On an ongoing basis, search for financially-oriented opportunities to enhance the Clipper customer experience, such as offering additional payment options-as examples, direct payment of transit fares by credit card, or PayPal and Venmo-and then act to implement those opportunities. Staff Oversight Provide lead direction and work assignments to assigned staff; instruct staff in work procedures, and review and evaluate work performed. Assist staff when necessary to complete time-sensitive assignments. Monitor overall work assignments and workflow for direct reports. Ensure that staff assignments are understood and resourced correctly to deliver projects and ensure operational success. Identify shortfalls/gaps in resources and recommend solutions to higher level team. Participate in the selection, orientation, training, and evaluation programs for assigned staff; provide or coordinate staff training; provide positive motivation for employee performance; identify and resolve staff deficiencies. Ensure Assistant Director is updated and informed of programs and projects. Be a team leader with strong analytical, problem-solving, organizational, and interpersonal skills, supervise reporting staff and contractors; monitor, evaluate, direct, and participate in the training of staff.
