GENERAL DESCRIPTION Under the direction of the Director of Innovation & Technology, leads and directs all activities related to IT infrastructure management and Security governance. Plans for, develops, operates, and maintains installation, development, and maintenance of software applications, cloud-based platforms, and databases as well as high-speed communications network, including links, switching systems, and network monitoring for the agency-wide-area network and agencys local area network. Collaborated with the Director for creation of strategic plans, IT road map and budget forecasting. Assign and supervise the work of others and support the interdepartmental work of the agency. Works under limited direction. Exercises discretion and independent judgment in matters of significance as related to the general business operations of the agency. Regular attendance is required for this position. Performs other relevant duties as assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES Department Management Develops departmental strategy, goals, and budgets in support of agency priorities and initiatives; identifies resources needed; develops schedules and methods for -formative and summative evaluation of IT strategy; organizes and manages all phases of projects to ensure on-time completion and monitors internal and external customer satisfaction. Assigns individual responsibilities to IT staff consistently with skill set and job description. Establishes KPIs to ensure continuous round the year compliance of Risk framework. Assist in career development for IT staff. System Design, Management, and Procurement Provide leadership and guidance to IT staff, fostering a culture of collaboration, innovation, and continuous learning. Develop and implement IT strategies and policies that support the mission and vision of the workforce board. Lead the IT team in designing, implementing, and maintaining IT infrastructure, including networks, servers, and software applications. Collaborate with department heads and stakeholders to identify IT needs and opportunities for innovation and improvement. Manage IT budgets, procurement processes, and vendor relationships to ensure cost-effective and efficient technology solutions. Works collaboratively with Procurement staff in accordance with policy and guidelines as defined by the agency and the Texas Workforce Commission Assesses new and existing software and cloud platforms; identifies potential areas where existing software, and other cloud platforms can bring new applications and new methods of reporting data to support data driven decisions. Oversees the installation, development, and maintenance of WSAs production applications, reports, and databases; ensures the daily production (Help Log) issues related to software development, and data are resolved within the 48 hours to deliver an exceptional standard for provision of service. Ensure data security and privacy compliance by implementing robust security measures and policies. Oversee IT projects and initiatives, ensuring they are completed on time, within budget, and meet quality standards. Stay updated on emerging technologies and industry trends, recommending relevant solutions and strategies to enhance organizational performance. SUPERVISORY RESPONSIBILITIES The Assistant Director of Innovation & Technology will be responsible for the supervision of all staff assigned to that respective unit and monitor and evaluate job performance in accordance with agency expectations. Develop and Implement Training and Capacity Building of assigned staff. Co-creates performance evaluation measures based on staff job descriptions. KNOWLEDGE, SKILLS, AND ABILITIES Leadership: Strong leadership skills to manage teams, projects, and IT initiatives effectively. Exercise skill in using tact, discretion, initiative, and independent judgment. Technical Expertise: A deep understanding of current technology trends, systems, networks, cybersecurity, cloud technologies and IT infrastructure is essential. Experience with IT project management, budgeting, and vendor management. Communication: Excellent communication skills are crucial for collaborating with diverse team members, executives, and other stakeholders. Problem-Solving: Must be adept at analyzing complex issues and finding practical solutions. Strategic Thinking: Ability to align IT strategies with organizational goals, strategic planning skills and drive innovation. EDUCATION/EXPERIENCE Bachelor's degree from an accredited college or university in Information Technology, Computer Science, or a related field. Masters degree preferred. A minimum of 5+ years of proven experience in IT leadership roles, preferably in a nonprofit or government organization. Knowledge of workforce development programs and initiatives is a plus. OTHER QUALIFICATIONS Must be legally eligible to work in the United States. Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
